Basic Flaw in Indian Governance System: Why Lokpal is important?

The evidences for any decision in court are provided by the police and CBI (for more complicated cases). Both of these bodies are reporting either directly or indirectly to the PM/ ministers (home ministry). Hence, 'Corruption' only needs to spend PM/ minister's/ most influential people in landscape cut to ensure its freedom.
Now, Lokpal aims at differentiating between other crimes and corruption. Police is incapable of dealing with this problem alone. Clearly, CBI has not been of much help either. Infact, due to the long term of same party in Indian governance, it has deep routed control over its functioning, starting from selection of officials. Each and every official knows how to behave with respect to matters relating to people in government.
These things are widely believed by the public, true or not. This is because there are hardly any evidences to believe otherwise.
However, throughout these protests i have one good feeling. Till now it was known belief (in India and abroad) that India is deeply troubled by corruption. Everyone wondered why is public sleeping through it? why is there no revolt, even when it has risen to alarming levels.
At least, some of us are not sleeping and willing to come out of our comfort zone.
